The line boil effect is when the lines in a cartoon wiggle and give the animation some life and energy.
Originally, it was an unintended consequence of early animation where tiny imperfections in the frame by frame drawing would create a subtle little shimmy shimmy ya. Check out this clip from Gertie the dinosaur to see it in action.
It has since become adopted as a purposeful technique in some limited cartoon animation shows like Dr. Katz and is used by a number of online animators.
For YouTube videos or similar you can import the frames directly into your video editor. Or if you want, you can go over to ezgif.com and use their GIF to MP4 converter if you want to use the animated gif as video footage instead.
For social media accounts, most of them don't accept animated gifs so you'll have to use the GIF to MP4 converter on ezgif.com.
I'm not associated with ezgif but their tool seems to work pretty well. It lets you add loops to increase the length of the video and to overlay text and etc.
